The course will serve as an introduction to the nature, function and limits of cultural policy, with particular reference to the Hong Kong context. The policy issues discussed in this course include: the relationship between Government and the arts; the democratisation of culture and cultural democracy; the economic importance of the arts; cultural diversity; the impact of sponsorship; and, cultural policy and popular culture.
