Major Developments of the University During the Vice-Chancellorship of Professor Kao (1987-96)

    Academic
   

- Flexible credit-unit system introduced and undergraduate curriculum overhauled.

- Two faculties established — Engineering (1991) and Education (1991).

- Many new undergraduate programmes introduced: Japanese studies, law, nursing, pharmacy, information engineering, mechanical and automation engineering, food and nutritional sciences, environmental science, primary education, physical education and sports science, architecture, etc.

- Many new postgraduate programmes launched.

- The 'Department' replaced the 'Board of Studies' as the basic academic unit.

- Quality assurance emphasized in teaching and learning.

- Language proficiency stressed — Independent Learning Centre set up in 1995 to help students improve language abilities.

- Numerous new collaboration agreements signed with international centres of excellence to boost academic exchange.

   

Research

   

- New research institutes established: Hong Kong Institute of Biotechnology (1988), Asia-Pacific Institute of Business (1990), Hong Kong Institute of Asia-Pacific Studies ([990), Hong Kong Cancer Institute (1990), Research Institute for the Humanities (1991), Institute of Mathematical Sciences (1993), Hong Kong Institute of Educational Research (1993).

- A new Research Committee constituted, supported by a new Research Administration Office.

- Outstanding results in bidding for earmarked research grants from the Research Grants Council of Hong Kong.

    Administration
   

- University Administration reorganized with many new offices: Academic Links, Alumni Affairs, Internal Audit, Research Administration, etc.

- Decentralization of authority and responsibility to the faculties and departments and the introduction of new resource allocation mechanisms: one-line budget and a new accounting system.

- New personnel policies – recruitment procedure streamlined, new substantiation and promotion controls, new long-leave arrangements, new academic titles scheme.

    Campus Computerization
   

- Library, academic and administrative units linked by campus backbone network, which is linked to the world.

- Upgrading of facilities: library system, accounting system, personnel records system, telephone system.

- Automation of offices.

    Growth in Size
   

- Student enrolment from over 7,000 in 1987 to around 13,000 in 1996.

- Staff strength increased from 2,506 (610 teachers) in 1987 to 4,109 (952 teachers) in 1996.

- The construction of numerous new buildings and new facilities.

- Fourth constituent college — Shaw College — admitted its first batch of students in 1988.

    Other Achievements
   

- 30th anniversary celebrations (1993).

- University Convocation established (1993).

- New superannuation scheme for staff members put in place (1995).
