| CUHK Campus Preparedness for Influenza Pandemic Alert and Action Plan |

- To ensure an efficient and effective management system in response to possible occurrence of highly pathogenic avian/novel/pandemic influenza infection in Hong Kong as well as on campus, the Committee on Health Promotion and Protection has designed a CUHK Campus Preparedness for Influenza Pandemic Alert and Action Plan after intensive discussions.
- This CUHK Action Plan incorporates the Government's Preparedness Plan for Influenza Pandemic. The CUHK Action Plan, in addition to the 3-level of the Government system, covers the situations when no clinical suspected or confirmed cases are identified as well as the condition when there is cluster of confirmed human cases of highly pathogenic avian/novel/pandemic influenza occurred on campus.
- The CUHK Action Plan describes the measures to be taken by various Colleges, departments, units and groups on campus at different stages of influenza pandemic outbreak.

General Preparedness & Vigilance
|
Action to be taken on campus to maintain preventive measures, personal hygiene habit, environmental hygiene, vigilance for prevention of influenza and other infectious diseases. |

Alert Response Level * |
Activated when:
- there are confirmed cases of highly pathogenic avian influenza (HPAI) outbreaks in poultry populations outside Hong Kong;
- there are confirmed cases of HPAI in Hong Kong in imported birds in quarantine, in wild birds, in recreational parks, in pet bird shops or in the natural environment; or
- there is/are confirmed human case(s) of highly pathogenic avian/novel/pandemic influenza outside Hong Kong. |

Serious Response Level * |
Activated when:
- there are confirmed cases of highly pathogenic avian influenza (HPAI) outbreaks in the environment of or among poultry population in retail markets, wholesale markets or farms in Hong Kong due to a strain with known human health impact; or
- there is/are confirmed human case(s) of highly pathogenic avian/novel/pandemic influenza in Hong Kong without evidence of efficient human-to-human transmission. |

Emergency Response Level * |
Activated when:
- there is evidence confirming efficient human-to-human transmission of highly pathogenic avian/novel/pandemic influenza occurring overseas or in Hong Kong; or
- the World Health Organization (WHO) declares an influenza pandemic (i.e. the influenza strain is beginning to cause several outbreaks in at least one country, and spread to other countries). |

Urgent Response Level |
Activated when:
- there is a cluster of confirmed human cases of highly pathogenic avian/novel/pandemic influenza occurred on campus and the clinical severity of the disease is significantly increased. |
