A.       Setting up of the Campus SARS Task Force on March 21, 2003 to

-         monitor and assess the impact of the outbreak of SARS * on staff, students and the environment of CUHK 

-          advise and implement preventive measures to safeguard the health of staff and students against the possible occurrence of infection and widespread of SARS in the University campus

-         keep staff, students and relevant parties updated of the information in relation to the above

B.     Setting up of the Faculty / Graduate School / College / Postgraduate Hall SARS Working Groups to collect and disseminate information to their undergraduate and postgraduate students, both full time and part time, on all SARS related issues, and assist the University to implement various preventative measures to safeguard the health of its students and to control the spread of the disease on campus. E.      Carrying out of cleansing and disinfection on campus, and promoting and upgrading hygiene measures. During the class suspension period from March 29 to 13 April, all the university buildings will be thoroughly cleansed and disinfected. F.        The Business Office of the Bursary will supply surgical masks free of charge to students and persons directly employed by the University for use on CUHK campus from April 7 to 21, 2003 while stock lasts. After April 21, 2003 , the Business Office of the Bursary will sell surgical masks at a price to be determined by the University to all students and employees. G.   Seven open forums on Severe Acute Respiratory Syndrome (SARS) were held on 25 March, 26 March, 2 April, 3 April, 11 April for staff, students, chairmen, heads of department and safety coordinators.

 

H.    A special meeting with wardens of the hostels and college Deans of students and College secretaries has also been arranged on April 12 evening to discuss on the preparations and contingency measures of the hostels on resumption of classes. 

 

I.     Special training session of all hostel wardens on Temperature taking and other contingency measures for hostel resident students was organized on April 15 by the UHS.  

 

J.     For the safe use of surgical mask in the campus, the Task Force has requested the University Safety and Environment Office to carry out tests on samples of surgical masks acquired by our Business Office. Using a simplified version of the Standard Greene and Vesley tests - that includes microscopic examination with 720x magnification, water permeability test and particulate filtration efficiency test.  The surgical masks delivered by the Business Office pass all the three tests when compared with the 3M 1827 surgical mask (which is manufactured to meet the American ANSA Z87.1 Standards).  (April 28, 2003)

 

K.   In a bid to prevent the spread of SARS and upgrade the hygiene standard, the Business Office has provided canteen operators with guidelines to step up measures on food and environmental hygiene, and policy of wearing mask by all canteen staff.  Designated inspection team will carry out sporadic checks on all University canteens to ensure the compliance of these measures.  (May 2, 2003)

 

L.    The swimming pool is scheduled to re-open on May 12.  On the advice of the Task Force, a set of specially arranged precautionary measures will be put in place to prevent the possible transmission of SARS and to ensure the hygiene condition of the pool water for swimmers.  Please refer to the notice from Staff / Student Centres Management Committee for details (http://www.cuhk.edu.hk/sars/swimpool_notice.htm).  (May 9, 2003) 

 

M.  In response to SARS, the Estates Management Office has taken the following actions to prevent the spread of the virus in campus:

            Visual inspection of sewage and drainage systems outside the buildings has been conducted.  It has been found that all except one are satisfactory and follow-up action is being undertaken.

            Inspection is being conducted on buildings where the sewage and drainage systems are built inside individual apartments and a preliminary report will be available in July/August. 

            A 6-month cleaning and disinfection cycle for water tanks as recommended by Building Department is being implemented.

            A cleaning schedule is in place for cleansing fan coil and ventilation filters regularly.

            Cleaning of toilets with high usage has been stepped up to three times per day.

            Plan for upgrading one-third of the toilets is underway, including ventilation improvements, automatic water taps and more powerful hand dryers.  The first phrase of upgrading of toilets will be completed at the end of August.

N.   To minimize the risk of cross infection among participants in summer activities, the Task Force would like to advise all University departments/units and student societies to observe the SARS preventive measures when organizing these activities.  Please refer to the SARS Prevention Guidelines on Organizing Activities in Campus for details. O.   In view of the current SARS outbreak, the Task Force recommends that it is better to avoid visiting SARS affected areas / countries as far as possible.  If it is absolutely necessary to go to these places, all the necessary SARS precautionary measures must be taken to prevent possible infection by the virus.  The Task Force would like to recommend that all members of the University planning to travel outside of and return to Hong Kong during the summer break to observe the following guidelines/advice:
