Human Swine Flu Preventive Guidelines -
For Organisers of Activities on Campus
The Committee on Health Promotion and Protection would like to remind all students, Colleges / Faculties / Schools / Departments / Institutes / Centres and student societies to observe the Human Swine Flu (Influenza A H1N1) prevention guidelines when organising activities on campus.  To prevent cross-infection:

For Organising Activities on Campus

Before the function:

  • Pay attention to the government announcement and health advice for public functions.
  • Inform the participants of the preventive guidelines on the University’s human swine flu webpage.
  • Remind participants NOT to join the activity if he is not feeling well or having fever or respiratory symptoms.
  • Control the number of participants to avoid overcrowding.
  • Assign a coordinator to oversee precautionary measures of the activity. Plan for ways to assist people with influenza like illness.
  • If it requires registration to attend the activity, keep record of the participants to facilitate source or contact tracing of infection.
  • Arrange an ample supply of surgical masks, alcohol based handrub, disposable tissue paper, and lidded rubbish bins for participants to facilitate compliance of hand hygiene and cough manner.
  • Arrange for thermometers to check body temperature of participants when there is a need.

Venue

  • Select a venue that is appropriate for the nature and expected attendance of the activity.
  • Ensure the venue has plenty of space for the activity.
  • Ensure good indoor ventilation to allow frequent air exchange.

Environmental hygiene

  • Maintain a clean and sanitary environment of the activity.  Clean and disinfect the venue before and after the function. Use a 1 in 99 diluted household bleach (mixing 1 part of 5.25% household bleach with 99 parts of water), rinse with water and then wipe/mop dry.
  • Ensure the venue is well-ventilated.
  • Provide sufficient alcohol based handrubs and hand sanitizers with 70-80% alcohol at entrances, exits and convenient locations at the venue.
  • Ensure good sanitary conditions in toilets and provide liquid soap, disposable towels and/or hand dryers in toilets. 
  • Provide lidded rubbish bins and empty the trash as frequently as necessary.
  • Prohibit smoking.

During the function:

  • Post up “Guidelines on Prevention of Respiratory Infections for Participants of Public Functions” at the entrance and within function venue.  It can be downloaded from CHP website.  
  • Implement crowd control measures to avoid overcrowding.
  • Advise participants to maintain good personal and environmental hygiene practices.
  • Consider to arrange temperature checking for participants who report feeling sick. If he has fever and respiratory symptoms, advise him to wear a mask and seek medical attention at any of the Designated Flu Clinics promptly (http://www.ha.org.hk/haho/ho/cc/8dfc.pdf).
  • Observe food hygiene if meals are being served.
  • Avoid sharing of personal items among participants (e.g. towels, water bottles, etc.)

After the function:

  • Clean and disinfect the venue after the function. Use a 1 in 99 diluted household bleach (mixing 1 part of 5.25% household bleach with 99 parts of water), rinse with water and then wipe/mop dry.

For Hosting International Guests/Students  
Before they come 

  • Alert your guests/students that the HKSAR had activated the Emergency Influenza Pandemic Preparedness Plan and advice them to get further information from our CHPP and Centre for Health Protection (CHP) websites.  
  • Remind them to observe personal hygiene during travelling.
  • Advise them to bring along surgical masks, alcohol-based hand cleaners, alcohol-containing tissues and a thermometer for taking own temperature.
  • Advise them to keep a daily record of body temperature for 7 days prior coming to Hong Kong.
  • Remind them to postpone or cancel the trip when they have flu symptoms or fever within 7 days before travelling to Hong Kong. 

After they have arrived 

  • Remind them to observe own health status and pay attention to personal hygiene. 
  • Advise them to wear a mask and keep a daily record of own body temperature for 7 days after upon arrival if coming from an affected area.
  • Guests or students who will stay at student hostels have to complete a health declaration form and take temperature checking when they check-in at hostels.  The University Health Service will follow up on any positive response that requires further medical check.
  • If they develop fever and respiratory symptoms, advise them to wear a mask and seek medical consultation at any of the Designated Flu Clinics or Accident and Emergency Department of public hospitals promptly. (http://www.ha.org.hk/haho/ho/cc/8dfc.pdf)
