Professor Luk received his BA (History) from United College, The Chinese University of Hong Kong and his MA (History), MSEd (Comparative Education) and PhD (History) degrees from Indiana University, USA. His career in teacher education began when he was in charge of training secondary school history teachers and comparative education researchers in the School of Education at CUHK from 1977 to 1992. From 1983 to 1985, he was a Visiting Scholar of Harvard-Yenching Institute, Harvard University, USA.

Professor Luk joined the Institute in September 2003 as Vice President (Academic). Prior to the appointment he was a history professor at York University in Canada.

Prof Luk's broad ranging scholarly profile covers history, culture, religion, humanities, Hong Kong studies, history of education and comparative education. He has written or co-authored more than 40 academic articles and nine books, in either Chinese or English, which include “From Banyan Tree to the Computer: The Story of Education in Hong Kong”, “A Teacher’s Work: Theories and Methods” and “Educational Development in Post-war Hong Kong: Chronicles in Graphs”.

He has been a peer reviewer of numerous academic journals and granting agencies in Hong Kong, Canada and other countries, as well as an external examiner to two BEd programmes of HKIEd. He has represented the Council of Ontario Universities on the panel of experts in the Secondary Curriculum Reform of the Province of Ontario, Canada. He has also developed academic linkages between York University and various institutions in Asia.
