The advantages and limitations of the participation of professionals in public affairs
Investigators: Victor Zheng* & Po-san Wan*
Commissioned by: Hong Kong Professionals and Senior Executives Association (HKPASEA)
Completion date: September 2019

The research objectives were:
To evaluate the current channels of participation by professionals in public affairs;
To understand the motivations, expectations, difficulties, and challenges to professionals of participating in public affairs;
To analyse professionals from different socio-economic backgrounds and differences in their motivations, expectations, difficulties, and challenges in participating in public affairs; and
To suggest policy recommendations for the government and private sector on ways to encourage professionals to participate in public affairs.

A mixed-methods approach was adopted in this study. It consisted of:
1. An online questionnaire survey; and
2. Focus group interviews of professionals from the sectors of finance, legal, medical, engineering, and architecture.

A non-probability online survey was conducted from March to May 2019. The survey reached professionals via the HKPASEA network, and 746 successful cases were obtained. From April to May, five focus groups were also held, involving a total of 38 interviewees from different industries, including finance, legal, medical, engineering, and architecture.
