The Committee on Academic Links (CAL) and OAL were established by the University through the approval of the Administrative and Planning Committee (AAPC) in September 1991. The University had conducted a comprehensive review of its academic link activities and sought ways to further promote activities and partnerships outside Hong Kong in a well-coordinated manner which would serve the different constituencies of the University. CAL was designated as a policy committee reporting to AAPC to replace the then Senate Committee on International Programmes to set policy guidelines for development of academic link activities.  Since its inception, CAL has together with OAL served the University community through establishing policies and practices that has brought about numerous successful teaching and research partnerships with universities, research centres, and government agencies outside Hong Kong.

• To formulate policies and long-term objectives, execute forward-planning and set priorities in the development of academic links at the University.
• To explore and expand resources to support such focused developments that will help enhance the international standing of the University and provide opportunities for staff and students to link with major centres of excellence worldwide.
• To set and maintain quality standards for the academic link programmes conducted by all departments/units of the University.
• To undertake any assignments prescribed by the Vice-Chancellor.
