The Smoking (Public Health)(Amendment) Bill 2005 was passed into law for implementation with effect from January 1, 2007. From the date, the entire university campus (including indoor and outdoor areas) with the exception of certain exempt areas as defined by law(Annex), will be designated as no smoking area.
CUHK is committed to providing a safe and healthy environment for staff, students and visitors. It is recommended that a 'no smoking' statement be included in all invitations to guests of the University.
'No smoking' signs will be put up at all the vehicular entrances to the campus; KCRC Station entrance; bus stops; canteens and their outdoor areas; student hostels and guesthouses; and other suitable locations.
The University also informs all its members and visitors about the smoking ban through different channels. Any person found smoking on campus will
i) result in penalty under the law;
ii) have his/her rights and privileges in the use of part or all of the facilities concerned suspended for a specified period of time or removed completely;
iii) be liable to disciplinary action by the university in accordance with established procedures.
The University has designated the Director, Security and Transport Office as the 'Manager' under the relevant Ordinance to be in charge of the management and control of no smoking areas on campus. All department chairmen and unit heads are requested to alert people within their departments / units and to urge them to comply with the smoking ban.
The residential units within the following staff quarters are exempt areas*. However, permission to smoke in these premises has to be obtained from the University appointee residing in the respective unit:
* The exempt areas include the indoors private areas only.(i.e. Lift, corridor and other common areas are not exempted)
**
No exemption is granted for the whole block of building if one or more units of the staff quarters within the said building are used by students or visitors.
