Selection Guidelines for Lead Consultancy

The preliminary planning proposal shall project a visionary value with outstanding ideas in setting a guiding platform for the University's long-term growth and sustainable development. Innovativeness, practicality, sustainability, heritage preservation, environmental conservation, pedestrian and vehicular traffic, landscape and building approach, and cost are important considerations. The proposals will be assessed according to a number of guidelines as set out below:

       Planning Approach & Methodology

Environmental / heritage / sustainable development issues;
ii.
Traffic – both pedestrian and vehicular (including parking) issues; and
iii.
Landscape and Building Design.
       Composition of Study Team & Work Programme

i.
Relevant experience, knowledge and qualifications of core personnel;
ii.
Responsibilities and degree of involvement of core personnel;
iii.
Staff organization chart with highlights on the efficiency and effectiveness of the organization;
iv.
Adequacy of professional and technical manpower input;
v.
Relevant International or Local Awards,
vi.
Examples discussion of past projects to demonstrate the consultant's will, ability and physical measures to produce cost-effective solution;
vii.
Relevant experience in consultation process; and
viii.
Work programme to demonstrate ways to fast-track the planning programme as much as possible.
