University Sustainability Index (USI)
The University Sustainability Index (USI) project is led by the Faculty of Social Science at the Chinese University of Hong Kong, in collaboration with the Public Policy Research Centre (PPRC), the Centre for Business Sustainability (CBS), and the Sustainable Development Solutions Network. It is a comprehensive, survey-based assessment that evaluates the sustainability performance of 151 universities worldwide.
To address a critical gap in institutional evaluation, the project adapts the Value–Process–Impact (VPI) model — a robust framework long used in the corporate sector — to track and assess universities' policy commitments, campus operations, community engagement, and research impacts on an annual basis.
With a core focus on University Social Responsibility (USR), the primary objective of the index is to encourage institutions to adopt USR as a central management model for achieving long-term sustainability. Ultimately, these indices will provide a robust foundation for future research, collaborative events, and the development of an international university sustainability network.
Research Design and Methodology
Selection Criteria for Index Constituents
The Global USI
Comprised 113 universities selected from the top 150 of the QS World University Rankings 2024, with sustainability data available in English or Chinese.
The Asia-Pacific USI
Comprised of 58 universities selected from the APRU (Association of Pacific Rim Universities) — 32 universities are included in the Global and Greater China indices, and 7 universities are in Canada, Japan, Korea, and Thailand.
The Greater China USI
Comprised of 30 universities identified as the highest-ranked in their respective locations per QS rankings, including all 8 UGC-funded institutions in Hong Kong, 10 leading universities in Mainland China, 9 in Taiwan, and 3 in Macau.
Scoring
The research team refined the Value–Process–Impact (VPI) framework to track institutions' policy commitments, campus operations, community engagement, and research impacts.
The scoring is based on the 4 aspects under the VPI model — Value, Process (Management & Practice), and Impact — to assess university sustainability from all angles. The respective weights are as shown below.

Assessment Criteria
The USI assessment covers 109 indicators organised across 8 stakeholder categories. Each category draws on the Value–Process–Impact (VPI) framework: Governance indicators assess institutional values and management structures, while all other stakeholder categories are evaluated on both Practice (what universities do) and Impact (measurable outcomes).
