Disability Discrimination Ordinance (DDO)
- Enacted in Hong Kong in 1995 to protect people with a disability against discrimination
- Enforced by the Equal Opportunities Commission (EOC)
Definition of Disability
- total or partial loss of a person¡¦s bodily or mental functions
- total or partial loss of a part of the body
- presence of organisms causing disease or illness
- malfunction, malformation or disfigurement of a part of the person¡¦s body
- a disorder, illness or disease that affects a person¡¦s perception of reality, emotions or judgment or that results in disturbed behaviour & learning difficulties.
Areas Protected under the DDO
- Employment
- Education
- Provision of goods, facilities or services
- Assess to premises
- Disposal or management of premises
- Participation in clubs & sporting activities
- Activities of the Government
DDO and Education
The DDO makes particular references to the field of education, and seeks to ensure that persons with disabilities have equal opportunities in access to, and meaningful participation in, local education.
