In order to promote Islamic Studies in Hong Kong, the Research Institute for the Humanities (RIH) came to an agreement with the Islamic Cultural Association (Hong Kong) on 31 July 2013. With the sponsorship provided by the latter under the agreement, RIH launched the ‘Islamic Studies Initiative’ (ISI) on 13 September 2013. On 12 May 2015, ISI was approved by the management of the university to become the Centre for the Study of Islamic Culture (CSIC).

Nabil Chang-kuan Lin, has been teaching Islamic studies at National Cheng-chi University and other academic institutes for more than two decades. In 2003, in order to promote Islamic studies in Taiwan, Dr. Lin founded Centre for the Studies of Islamic Civilization and Thought (CSICT) at Cheng-chi University, which lasted for several years. Dr. Lin was one of the founding members of Taiwan Association of Islamic Studies (TAIS), and served as the first chairman of TAIS since its inauguration in 2009 till 2013. He has been researching in Islamic history and culture, and has authored numerous articles and reviews on this field. He also edited books on Islamic and Middle Eastern studies.
