The Symposium was held to explore possible collaborative efforts in the aspects of finance, innovative technologies, and industry in the Guangdong-Hong Kong-Macao Greater Bay Area. The Symposium was attended by 120 people. By organizing this event, research results and experiences of implementation could be exchanged.
The Keynote Speeches were delivered by Mr Nicholas Yang and Prof. Fang Cai. Mr Yang examined the efforts of the HKSAR Government in advocating for the development of innovative technologies in Hong Kong. Prof. Cai analysed the strategic role of the Greater Bay Area, which combines the economic strengths of Hong Kong and mainland China.
The Symposium consisted of three thematic discussion sessions. With regard to exploring new potential for regional cooperation in the Greater Bay Area, Prof. Qunhui Huang talked about possible ways to deepen regional cooperation in the field of innovative technologies; Prof. Dan Shi examined the vision to focus on environmentally friendly development in the Greater Bay Area; Dr Chunxin Wang suggested measures to achieve the integration of tertiary industries and innovative technology industries; and Dr Xin Wang analysed the competitiveness and sustainability of enterprises in Hong Kong and mainland China.
In light of the goal of developing the Greater Bay Area into an innovative technologies centre, Prof. Jun He put forward ideas on the strategic position, establishment, and mode of operation of the building of a comprehensive national science centre as a collaborative effort between Shenzhen and Hong Kong; Prof. Kam-fai Wong evaluated the development and application of China’s artificial intelligence efforts; Dr Hong Jiang gave advice on the Guangdong-Hong Kong-Macao Collaborative Innovation Index and Innovation Forum; and Dr Zhou Fang discussed the huge potential of the Hong Kong-Shenzhen Loop in developing a new mode of collaboration.
Finally, on the subject of creating new industries for the Greater Bay Area, Prof. Jiechang Xia emphasized that the foundation of a high-quality Guangdong-Hong Kong-Macao one-hour living circle lies in establishing Guangzhou as an international trade centre. Prof. Kesha Guo developed a strategy for industrial integration in the Greater Bay Area; Mr Stephen Wong evaluated how Hong Kong can make use of its Fintech in the era of modularization; and Prof. Kevin Au discussed characteristics of the Greater Bay Area that are favourable to youth start-ups. Twelve panelists engaged in a frank exchange and discussed development strategies requiring further research. ■

ECPR Standing Group on Regulatory Governance

With strong support from the ECPR Standing Group on Regulatory Governance, The Chinese University of Hong Kong introduced this conference series on regulatory regimes in Asia as an initial step to globalizing research on regulatory governance. This conference features key stakeholders debating issues on regulation and compliance that have a profound impact in a globalizing setting.
More than 200 delegates from 31 countries and regions attended the three-day conference. Prof. Rocky Tuan, Vice-Chancellor of CUHK, delivered speeches of welcome and Dr Chi-kwong Law, Secretary for Labour and Welfare of the HKSAR Government, officiated at the conference.
Prof. Colin Scott, Convenor of the ECPR Standing Group on Regulatory Governance, delivered the keynote speech on mega-regulation, meta-regulation, and the autonomy of the globalized higher education sector. A roundtable discussion on governance and think tanks in Hong Kong was also conducted. Representatives of major think tanks in Hong Kong were invited and the comprehensive discussion was moderated by Mr Jasper Tsang, Convenor of Hong Kong Vision. Speakers talked about their recent work in engaging the government and the public on regulatory governance, and the results of this work, and explored the ways in which advocates can be better heard.
Fifty-three thematic panels were held in eight different sections in the conference. The topics included, but were not limited to, the following: regulatory governance in emerging sectors, global and regional regulatory governance, innovations and value creation in regulatory governance, trends and emerging issues in regulation and compliance, and regulatory challenges for the Global South.
An editors’ forum was held on the last day of the conference. Four editors of top-ranked academic journals in the field of regulatory governance, namely Regulation & Governance, Public Administration, Law & Policy, and Public Policy and Administration, were invited. They introduced their journals and shared their experiences and tips on publishing articles in high-impact journals. After the editors’ forum, the closing remarks were delivered by Prof. Fanny M. Cheung and Prof. Carlos W. H. Lo, the Co-Chairs of the conference.
The conference ended with a farewell cruise reception at Victoria Harbour. ■
